Somali Parliament passes income tax and youth justice bills

Mogadishu (HOL) — The Somali Parliament's House of the People approved two key pieces of legislation on Monday, the Youth Justice Bill and the Income Tax Bill.

Minister of Finance Bihi Iman Igeh praised the lawmakers for their support, stating that the bill would enhance Somalia's revenue collection and improve economic governance. The Income Tax Bill was passed with overwhelming support—138 MPs in favour, two against, and one abstained. 

In another key development, the Parliament also approved the Youth Justice Bill. The Youth Justice Bill received 139 votes in favour, two votes against, and no abstentions. Minister of Justice and Constitutional Affairs Hassan Moallim Mohamud expressed his appreciation to Parliament for passing the bill, emphasizing its importance in ensuring fairness for Somali youth within the justice sector. "This law is critical for the justice sector and will ensure that Somali youth are treated equitably," he said. With nearly 70% of the Somali population under the age of 30, the bill is expected to address the pressing issues of youth involvement in conflict and social instability. 

The Youth Justice Bill and the Income Tax Bill form an essential piece of Somalia's ongoing recovery and reform agenda, including efforts to build a fairer justice system and a more stable economy. Both reforms were anticipated as essential for addressing the country's socio-political challenges, with youth empowerment and economic sustainability being central to the government's goals.

Additionally, newly elected MP Mohamed Abdi Hassan 'Afweyne', who secured his seat in Dhusamareb last week, was officially sworn into the House of the People. The Parliament's Sergeant-at-Arms, MP Mohamed Abdullahi Hassan Nuuh, administered the oath of office to Ali.
